Reading down this thread it would be interesting to see what a NEC model of 
Scott's 150' vertical on 1560 kHz would do using only elevated radials.  So 
out of curiosity I made a stab at it (see the plots in the link below).

This configuration appears to launch a groundwave very nearly equal to that 
of a 1/4-wave vertical over a "conventional" ground system (120 x ~1/4-wave 
buried radials).

It might be worth pursuing with a PE.
