[BC] Dark station.... Violations.. who is responsible

All tower should be fenced around the base to keep unauthorized persons  from 
climbing on them.  Hot or not hot, AM/FM/Two-way/Microwave, etc.   any tower .
 
And while we are at it maybe we ought to put a fence in the sky, to prevent  
the millions and millions of birds that are hitting them each year.    It was 
my understnading that one TV station was offering "Tower kill"   Roast duck 
parts for Christmas Dinner,  put they could not find enough  ovens to hand the 
"Guy-Wire"  flying duck kill.
