[BC] Dark station.... Violations.. who is responsible

Kent,

Unless you have a vested interest in the site, leave the site alone.  The 
second you do something to the site, your personal liability 
soars...skyrockets.

Run as fast as you can from the site and stay as far from there as 
possible.  It's not your place to do anything but call the local governing 
agency to alert them to hazardous conditions.  Maybe the FAA if there is a 
tower ID number.

But don't set foot on the property.
