You should come here and see how many towers that don't have fences
around them like Wrecker Service Companies, Concrete Companies,
Construction Companies, schools, even hospitals. I've seen it all over
Nashville. The FCC does nothing to them, but they will aggravate the AM
broadcast stations.
If they didn't have anything to do, I could show them at least 75 towers
with no fence around them and have some sort of two way RF coming from
them!

Attractive nuisance is the legal thought that when you leave something
unsecured, or accessable easily, that is "attractive" such as a
swimming pool, tower, etc, you are liable for injuries sustained by
someone who swims, climbs, tresspasses, etc.
