Scott,

Copperweld for above ground is the best and does not "wear 
out".  Copperweld below ground eventually rusts the steel 
core away and leaves a tiny, thin copper tubing.  Another 
problem with copperweld is that the thieves don't know that 
they have steel wire till they try to sell it.  Your ground 
system is still destroyed.

I would not suggest copperweld universally. It's far more 
susceptible to

rusting/breakage than straight copper.
