It seems to me the answer is not to process at the transmitter end,
which affects everyone, but in the automobile receiver, where it is
actually needed.

Hey Jim:
This has been suggested many times. I have rented automobiles that the
radio had a volume and/or loudness curve based on the speed of the car. It really
was nice.
Kinda like the old TV commercial loudness game.
Incidently this feature was switchable.
