They could have retained 5wpm code for the Extra.  This would've removed 
the issue from the 'barrier to entry' discussion while keeping the Extra 
as something, well, extra, to strive for.

And hopefully we'll see a lot more new high quality AM ops on the 
expanded 75M phone band now.
