Bob,
One reason may be that an improperly edited file could be
distributed to others and they may believe that any errors
or omissions may the fault of the manufacturer, NOT
someone who made improper changes or edits. Taking it
one step further, if injury or loss (airtime, blown components, etc.)
resulted, then legal issues arise. By locking the file, the
manufacturer can claim that reasonable care was taken to
ensure an accurate manual.
Just playing Devil's Advocate (but Al Pacino did a much
better job!)
