[BC] sign-on games

This licensee was doing this at his other daytime station too - WJDA.
For at least a month after he bought WJDA, their signal was WAY too strong at
night to be 100 watts.  Finally, he began dropping it back (after spending the
month telling everyone how much better at night his signal was then his
competitions').

You can draw your own conclusions....

What do you do, though, when the "offending" station is doing this
deliberately? 1530 in Bridgeport is now going on-air at 7am with what 
appears to be full
power. They are not authorized that power until 7:15... so they're back to
their old tricks. (Not as bad as before, tho. They used to sign-on at 6am
year
'round.) However, 15 minutes of illegal operation is still illegal. It's a
shame, because they've been legal for *almost* a full year.
