I've seen it, yes. Otherwise, I wouldn't be concerned. What gives them the 
"right" to sign-on at (or near) full power whenever they feel like it? They 
*are* authorized for just under 20 watts from 6am to sunrise. When they come on at 
7am, that ain't no 20 watt signal. They've been violating their license, 
off-and-on, for years. After nearly a year of compliance, they're back to this 
kind of trick.
