Their license is not available online, but the FCC's AM Query contains this
list of sunrise/sunset times for them:

It says sign-on time in December is 7:15 am.

Are you sure they're not authorized the power till 7:15? Have you seen
their license? Maybe they're just across a line where FCC changes the
time in certain months.
