I have a program called Music Collector. The company that makes it 
has its own database and will let you use the Amazon databases. It 
does not allow the CDDB database. The downside to these sources is 
that they're often compiled by users. If a particular CD isn't listed 
you can submit the information if you have the patience to type it 
all in. I've just checked several programs that use online databases 
and none of them appear to have the copyright or ASCAP/BMI-type 
reporting information you need.

Several program allow you to add notes and other information. It's a 
lot of typing.
