[BC] ABC Starguide

ABC sent a memo to affiliates last week
advising that transponder power would be
reduced. The memo asked affiliates to ensure
a 13 dB or greater Eb/No prior to power
reduction. Before the reduction, one receiver
was 15 dB, now it's 8.9.

The memo was also cryptic, suggesting ABC
would be transitioning away from Starguide. That
I'd like to know more about.
