First we lose the BBC, now Deutsche Welle? OK, maybe with Castro out
of the way Radio Havana will cover our emergency needs. Here the
strongest signal by far is WEWN. I'm afraid that option would have me
saying the Rosary as the mountain slides over me. I can't imagine my
last moments on Earth listening to that nun droning on about my sins.

Wouldn't that require separate receivers to deliver those separate
headers? Whichever is more expensive is probably what the rules will
require. Even though HD2 and HD3 will be enormously profitable soon,
I doubt stations will buy additional receivers. Remember, fines on
radio stations are to pay down the deficit. Like indecency rules,
vagueness will make it a profit center for the FCC.
