There are no strict rules for polarization in Croatia... You can use 
horizontal, vertical or circular. Most station use vertical 
polarization, some horizontal (especially those on the coast) and 
some circular, though circular is rarely used. I work for two 
stations one of which uses circular polarization, the other vertical. 
The problem with circular polarization is that the rules here specify 
you have to split your allotted ERP between H and V polarization. 
Let's say you were given 1kW of ER. That means you can put 500W into 
H and 500W into V. So most of the stations just use one polarization 
and go with full power. I don't know what are the rules in other countries...
