I think Dana is correct.   Horizontally polarized microwaves are more
likely than vertical to reflect off water or other smooth horizontal
boundaries, increasing the likelihood of multipath fades.   This also
applies to light, which explains why polarized sunglasses are designed
to filter out the horizontal "glare" component.
