My UPS has a front-panel voltage meter, which varies between 117 and 120 
volts. I have never seen anything higher than 121 volts.

I am on Pacific Gas & Electric in the Bay Area.

I would think that utilities would want to deliver as close to 117 volts as 
possible, given the efforts they have been making recently to encourage 
energy conservation. Switching power supplies don't much care, but linear 
supplies generate progressively more waste heat as the line voltage increases.
