Various parts of what is now the EU used to be 220/380, 230/400 or 
240/415, with 220/380 and 240/415 being predominate, and 230/400 being 
somewhat of a rarity. My former employer made mainframe data processing 
equipment for the 380 and 415 markets.

EU "harmonized" on 230/400 by law, but not necessarily by reality.
