That has been done for quite a while I worked on a project in Paris in 
the 80s that did something similar. The was one panel antenna with both 
horizontal and vertical elements. Half the stations were V Pole and the 
other Half H pole each polarity with its own combiner.  I was not really 
thinking of FM as once you hit 400 kHz spacing by conventional means the 
it is a moot point.

I was thinking more about very closely spaced AMs using unconventional 
(by today's standard) techniques.
