One of the arguments for the auction of spectrum leases is that the
spectrum would go to the "highest use." Is reserving 300MHz (or whatever
is allocated to TV right now) to serve 16% of the people good economic use
of the spectrum? Would it be less expensive to have local broadcasters pay
CATV companies to deliver their programming to those people? I'm one of
those people currently using an over the air antenna (up 20 feet with a
rotor). But, most of our television viewing is delivered by mail
(NetFlix).
Use of spectrum to reach users at fixed locations may not be the most
economical way to reach them. For mobile users, it, of course, is, since
you need a long wire to reach mobile users.
