Other than a 2011 sunset date for analog, the rest of the plan is for 
the CBC and not necessarily commercial operations. If you read between 
the lines, what they really are proposing is the elimination of low 
powered translators in small communities. The traditional major 
transmitters would remain.  44 markets in Canada still takes remaining 
transmitters to some fairly small markets probably 50,000 or less. One 
transmitter in Toronto covers 5 of the top 30 Canadian cities and a 
number of towns in between
