That's work. This is easy and sounds like they're helping keep our 
nation safe by helping Homeland Security hunt down data thieves who 
are competing with their own data theft activities. The gummint don't 
like no competition.

What scholars are these? Where can I read their opinions? And 
shouldn't the be spending time saving us from global warming instead 
of petty little issues like this?

If they're real legal scholars they know better than to declare a law 
actually means what it says and predict what a jury will decide.
