I haven't read it in a while but the Columbia Journalism Review had a 
section on headlines like that. I think Jay Leno has taken it over 
with his segment called "Headlines." The New York Post had someone 
whose job was to write just such headlines. Remember the old Variety 
with wonderfully contorted headlines. It had a language all its own. 
I've just violated a rule that says not to repeat a word multiple 
times. Oops. Another one.
