 Actually, if you read Part 2 of the rules, if the IFB (or any emission which is not broadcast) is not being used for actual cues and commands, leaving it up would be a waste of the spectrum and would technically be in violation of the rules. Two wrongs don't make a right.

Also, Part 74 specifically doesn't grant exclusive right to any Part 74 channel except fixed links in a specific area.

ABC and another radio group used to do that here until they were told to shut them down when not actively being used.
