 What did the audio have to do with the issue of the front panel switches
not working when the ECU card was switched into the remote position?.
and the only way I see the audio being that low is that you were feeding the STL audio in stereo , and one side was out of phase with the other.
strange enough with the BE Transmitters.If you hook up both left and right and use the CQUAM stereo card. You must put one channel out of phase to make the stereo work. Had that issue on 2 of my stations.
when they both went mono. I discovered the same thing you found. and had to change the phase on one side.
 Now about the switch issue   what solved that?
