[BC] Base Insulator Elevation

As this system started out as a "Critical Array" there were a lot of rules that were set up by the Consultants.
 
One was the bases had to be at equal elevations.
 
One of the others was to have enviroment controled doghouses with heating and air conditioning to maintain an average temperature in four inside towers.  The VP of Engineering nixed that but did insulate the steel walls and roof of each building.  We did provide enough 220 VAC in case we had to add heating and air conditioning. Never was discussed again.
