[BC] EAS alert tones in movie preview ad

It was achieved by frequent testing, subjecting people to the EBS tones on a
regular basis along with a reminder that broadcasters were doing so in
voluntary cooperation with the FCC and other authorities. A relief ad that
this was only a test and if this were an actual emergency what would happen
followed.

The movie demonstrated how effective EBS was. Highways were jammed, there
was panic in the streets, at least one wife wouldn't seek shelter until the
bed was made and then we witnessed the nuclear arsenal of these United
States taking their skyward trek toward our sworn enemies.

It was a simple matter of reinforcing EBS on the masses.
