 I clearly remember that the "attention signal" was a separate proceeding
 at the time of the original EAS rule making.
 However, I became so disgusted with SAGE personal attacks on me during
 that original EAS proceeding ( and several years after ) that I didn't follow
 the attention signal rule making, nor have I looked it up since.

 I'd say that "simulation" covers it whether they are actual codes, tones,
 or otherwise, or not !
 It seems to me that any licensee knowingly airing that spot is walking on
 thin ice. One could argue they didn't know the FIRST airing, but thereafter..
