With constant output and current draw on a 4CX series, I am made to think, harmonics or tube/socket issues, or coupling to next stage. Any of those, including the tube, if your pre-driver can be lowered with a 6dB pad or whatever (de-tuning), you should see cathode current change. That is all I can say about that Stan
