Like all things coming out of the FCC these days, this wasn't well thought
out or researched. Politics, along with the requisite greed was behind this
more than anything else.

One columnist writes "The weekend's action confirmed that the FCC
underestimated the necessary digital-signal strength in engineering
models. Those models, experts have said, were based on outdoor
antennas, which many homeowners in the Philadelphia area lack.
