Not necessarily.  Even if the area is restricted and signed, general
public exposure is considered to include access by those who have not been
trained on RFR.

Recall the Mt. Wilson incident.  While the FCC referenced the locked
gate/wire across the driveway, they also didn't specifically state that
had the chain/wire been connected and "secured", that would still have met
and created a "controlled" area.

The whole RFR situation is really murky.
