AutoCAD/Autodesk has a free program which can read DWG and DWX files and
allow basic annotation of them.

There are a few varieties out there which can read and modify. But it
depends on which flavor.  2D, 3D, mechanical, structural, electrical,
civil, inventor, Revit, et al.
