Fall restraint can be done by anybody, between 9/23 and 12/21 - fall 
arrest must be performed by a sworn officer.  See also, spring arrest,

Seriously, I have to agree with Curt...

In a nutshell, though, restraint is supposed to keep you from falling in 
the first place; fall arrest is supposed to catch you once the 
restraints fail.
