USB and RS-232C are never compatible. There are some so-called adapters available that, when used with a sertain Windows "driver" emulate RS-232C for the particular software for which they were developed (and nothing more).
Many DELL crap^M^M^M^M-boxes don't have RS-232C on their motherboards anymore. However, you can still buy boards which plug into a PCI slot so you can have real RS-232C.
