 The exact cause of this is being investigated by some very qualified 
electrical engineers.  Considering the amount of money involved, you can be 
sure that this is being taken very seriously.

As for Infrared detection.  Yes, this is certainly a good idea.  However a 
simple point and shoot thermometer can do a great job of detecting 
hot-spots.  I frequently check AC as well as RF connections our our plants 
here in Seattle.  As for Infrared.  We have a fellow in this area that does 
this kind of work.  This fellow has a very long lens we have used to check 
for hot spots in the antenna system on the tower..With it you can see very 
bullet and easily spot a hot one.
