Most cell phone MTSO's (cell phone CO) are located such where they're 
centrally located within a given service territory.  That service 
territory isn't always logical and could deviate from location to 
location. The MTSO's are then given the same city identifier as the 
local CO which they interconnect.

Some MTSO's are located close to major LD gateways. So it's entirely 
possible the local MTSO is located next to a LD gateway or a regional 
CO for routing of T-1 circuits.

Forget about getting a number with your local town's 
identifier.  Won't happen unless you happen to live in that town 
where the MTSO is located.
