Regardless of the quality of the r-f grounds of either/both of those nearby 
monopoles, they would become a unit radiator due to the r-f coupling 
between them.

This situation is electrically similar to the common use of a series 
capacitor in the PA output network path to the r-f output connector of the 
transmitter.  There is no direct connection by a metallic path, but r-f 
energy is transferred.

How the FCC would see this suggested antenna system is an issue.  They may 
add the radiator heights, or just consider the taller one.  But either way, 
physics says it would be non-compliant with 15.219(b).
