These are the Rules that the FCC will use against you for part 15 AM.....

Part 15.31(k)
This was used against WSJL (Bill Blew) in Villa's NJ

Part 15.209 often used if the user has installed a elevated ground.

Part 15.219 Used when Tx is ground mounted

Part 15.221 Used on colledge Campuses or Acredited Institutions.

There are other possible rules that i'm sure a knowledgable agent 
will use to justify putting you off, but the above have been used in 
past enforcement actions.
