The tech is accurate.  The statutes which opened up competition 
requires the local phone company to leave and maintain copper 
premises facilities in place for competing providers OR to provide 
compatible facilities by fiber.  Anyone who requires copper's removal 
without installing something which others can use for providing 
service is violating federal statute.
