The biggest problem is our captialistic system.  An established contractor 
get his rate up to a reasonable figure,   the a new guy or another local 
engineer gets contacted and not knowing what has already be quoted,  gives a $500.00 
figure, leaving too much money on the table.   

Engineers are pitted against each other and since the old FCC written 
contract and posting statement has been eliminated to is very little negotiating.  So 
we cut off our income under bidding each other.
