Exactly.  Would the FCC not only require stations to have somebody on duty,
but also require that they know what to do in case of an emergency?  And
besides -- just how many stations broadcasting emergency information does
any given market need, anyway?

Yes, if the FCC required all stations to have operators during all hours of
operation, there would simply be fewer hours of operation.  And maybe fewer
stations.  Now, just how does that serve "the public interest, convenience
and necessity"?  Can somebody explain?
