Not necessarily !
Wind can build some vicious charges *very* quickly.

Many tower-convicts believe the snaps and shocks they subject
themselves to are the result of another near-by station when, in fact,
it's the wind.
Doesn't take much of a breeze to throw fire.

When we were building the 12 tower at KLIF in Dallas, for a period of time
only two towers were illuminated. the remaining towers were all floating.

One late afternoon in the Fall a front was coming thru and one of the young
engineers on site with me came in and said the towers were make a "crackling
noise". I went out, as it was getting near twilight, and as the sun set you
could see the chrages jumping the guy insulators going to ground. There
were no ball gaps or static drains connected to the towers.

One of our projects was to ground each tower to avoid the charges building
up until we installed the ball gaps and networks which included static drain
chokes.
