I'd like to add one thing to Jeff's comments.  It's been my 
experience that "public radio" stations in general are a LOT better 
about trying to do what's right instead of calculating the risk and 
trying to skirt the law.  There is something about most commercial 
GMs coming up though the sales end of the business makes them push 
the limits as much as they can...
