Doug,

It will never happen, but one of the best ways would be the expansion of
the AM band by moving the "clears" into lower frequencies below 500 as the
aviation "homers" go dark and that band becomes empty. It is good for
broadcasting, especially high power broadcasting as in Europe, but not
much else.

What we need to do is weed out the Class D stations by moving or not 
allowing them to be relit when they go dark.

Consolidation has IMHO proven to be a bigger bust than IBOC will ever
become because it has killed many of the local services that formerly
were available. The small stations that do local news and sports are
generally rewarded, but it is not worth the effort for large groups.
IMHO there is an intangible they miss because I have seen small 
stations who survive on local sports and news revenue.

If consolidation could be limited by re-establishing emphasis on PICN,
then the picture might change, but it is more economic for the Feds
to concentrate on a few big companies than thousands of small ones, so
until you or I or one of the others here becomes the broadcast emperor,
I doubt it will happen. <g>
