LOL.  The technical realities are that even when perfectly plumb, straight 
v-pol dipoles are side-mounted on a typical tower, there would be more 
h-pol generated and radiated from the tower diagonals in that complete 
system than from dipoles mounted 3/100 of a degree off plumb.

And how did they verify that the antenna was installed that way?  That 
surveyor would have his work cut out for him :)
