For those who have been paying attention, the 6 dB "error" is very old
news. You can see the difference in measuring methods by reading the 
Rules and comparing with NRSC-5.

This has been out there since the First Report and Order. I'm beginning
to think no one reads the *Ibiquity* papers that are incorporated as a
part of NRSC-5 in the appendix.

It may be as simple as Ibiquity not liking the way NRSC-5 was codified 
into the Rules, and asking for a time out to fix it.
