Here's a concise public file reference, courtesy of Womble Carlyle

I suggest you create a separate numbered folder for each item in the
list.  For each folder without documents, insert a sheet stating that
"The are no applicable documents in this category", making it very
easy for the FCC and/or ABIP inspectors  to confirm you are in
compliance.
