Rob,
    I disagree and I will argue this point. First, the FCC can license
these stations. Yes, I realize that's more of a staff burden to the
commission, but a real "honest" broadcasters is not going to be bumping
up the power and operating the transmitter out of tolerance.
    There are more people out there that will follow the rules than you
realize.

Welllllll, here's the thing that bothers me about that idea, and I'll be
the
first to say I may be excessively negative about it, but the thing is
that
TIS stations are pretty boring and run automatically, just playing the
same
recorded info over and over, and no one has an investment in the content
so
no one really cares about the TIS getting out.

But with a  LPAM, now we're "broadcasting" something, you know, **show
biz**
and the temptation to tweek the setup, add a little height to the stick,
lay
down some radials, then some more, bump up the watts a tad, then a
little
more....to Get Out, by people who know enough to be dangerous, might be
irresistable.   And if there's hundreds or these things, or thousands
and 5%
are helping themselves out this way, that might be more than FCC wants
to
deal with.  just a gut hunch.....

Come to think of it, with this crazy petition that is out about LPAM,
why not give these people stations with 5-10 watts, or the field
strength limit of 2 mv/m @ 1.5 km, with an antenna no more than 10-15'.
In rural areas, or small towns with no local AM station, that's plenty
to cover a small town, and even cover a high school football game.
IMHO...despite what some say, it's not going to cause nighttime
interference. I know Powell Way on this list will debate me tooth and
nail on this, but if that is the case, then Keith Hamilton's Rangmaster
1000, Part 15 box should be outlawed as well. It does almost as much as
the TIS station's transmitter and antenna system. Now this idea would
serve a small community!
