Latest ham regulations are at http://www.hallikainen.com/FccRules/2007/97/

Skimming through the R&O, it appears the code requirement for use below
30MHz was removed from international regulations in 2003. As I recall,
ships are no longer required to have Morse capability. An interesting
website is http://www.hf.ro/ which has info on the Titanic, including text
of the distress messages exchanged. It appears Morse code originated about
1835 (though this was probably "Continental Morse," which included gaps in
some characters. These gaps were closed in International Morse since you
could not tell whether the gap was actually transmitted or was a radio
fade. So, after 170 years, perhaps Morse code has disappeared?
