In the Alice in Wonderland world at the Portals, it is the "Programs and
Issues" section of the public file and the licensee's efforts to sense
the "needs" of the Community of License.

All this originates with the Newton Minnow era at the FCC when Pandora's
Box was first unsealed. IMHO these ideas are ingrained in Commish lore,
and nowhere else.
